Downtown Wastewater Feasibility Study

The Town of Wrentham was awarded a $70,000 grant by the Housing Choice Program to go towards the completion of a Downtown Wastewater Master Plan.  

Background: 

In early 2023, the Town of Wrentham completed a two-year Master Planning process that gave a Vision of the next 10-15 years. As part of this process, identifying ways the Downtown area could be activated to help keep and expand small business opportunities was a goal in many areas (i.e., Economic Development, Housing, etc.). The Town of Wrentham is at the crossroads of regional highways and large-scale attractions. Home to one of the country's largest outlet malls, the Town can still retain much of its traditional character in its Downtown. Wrentham's Downtown is steeped in New England charm: a manicured Town Common surrounded by neighborhood restaurants, boutique shops, and a museum. The Town understands that Downtowns are a precious asset to communities, bringing tax revenue and providing a social infrastructure not found in other community areas. However, small businesses have not quickly rebounded from the effects of the pandemic. Struggling to find and retain employees while expanding services to their customers is a delicate balancing act. The lack of municipal infrastructure creates a significant obstacle to these small businesses expanding and new businesses looking to relocate. The results of this project will provide a working document that will be a giant leap for the existing and future small businesses and residents in the heart of Town.

Project Information: 

Working with Fuss & O’Neill (F&O), the goal of this project is to identify a clear and concise path to the installation and successful maintenance of a wastewater (WW) facility that, once installed, will be an enormous benefit to small business expansion and bring a higher caliber of new development to this area that will lead to more foot traffic, residents and businesses in the area.   

The project will include: 

  • Data Collection from existing commercial properties, and future development to determine capacity needs
  • Establish Design Criteria & Determine Feasibility
  • Collection, WWT, Disposal and Effluent Reuse System Design
  • Opinions of Costs, WW District and Enterprise Fund
  • WW Feasibility Plan Document
